No. Each household will only pay for what they consume. The installation of any individual meter (e.g., water meter, electricity meter, etc.) allows you to pay only for what you consume. If your apartment is hot and you do not "close the radiators" and open the windows, then you will pay for it yourself, but not the neighbors who close the radiators. This is fair.

In order to install Clever in the house and start calculating the consumption of heat energy according to the readings of each apartment, you must obtain the consent of a majority of the apartment owners in your house (50% + 1 vote). Additionally, it is not mandatory to organize a general meeting, the law allows for a survey (see the Apartment Ownership Law).
